Script to bind fields in multi page form to handle outer join based on one of two values

I need to concatenate two fields processed from 1st page of multipage form to be used as value in 2nd page of multipage form's select box where outer join can be one of two values. 

One value's result is blank and the other contains value.  Script needs to handle either or condition and select the output value.
