How do you import data into a form datalist

I would like step by step rules on how to import data into a form's datalist.

The knowledgebase references an import tool. Then it seems the import tool only works if it is part of a process which we need to configure.

Can someone provide clear steps of all this? I just want to import a list from Excel or CSV into Joget.
