is it necessary to create joget account to fill the form?

can we give URL to everyone to fill the form of joget.

      You can allow anonymous users to interact with your userview. See: Anonymous Userview Permission

      If you want users to interact with your processes, make sure you have configured proper participant mapping in your process definition.
