Document management app tag system

Hello team! We are taking advantage of the quarantine, developing a documentary system. However, we have come to a feature that we have not been able to operationalize in a good way. This is the labels of the documents.

On the one hand, we need to avoid the risk of putting "new" labels when one has already been written once (for example, avoiding ambiguity between singular and plural terms for the same concept). But on the other hand, it is easy to add new labels when necessary. A good example of what we need would be, in fact, the tag system of this app from our community. Does anyone know of a javascript component like this that can be incorporated?
