Integration with offline android devices

Hello team, good morning! How are these days of isolation going?

In Colombia we have a project in which we must supply agricultural producers with a production and cost registration system. The processes are simple and the information simple. However we are facing a major problem related to connectivity. The sites are so remote that it is not possible to guarantee access to data online, but we have seen that there is a high availability of Android-based devices. Does anyone have experience in this type of development? What strategy or integration would be the most recommended? We would like to be able to have the application on the web via joget, but we must have the registration system on the available devices even when they are not connected all the time.
