Joget as an e-service portal

we have a tender that we are working on but we did not settle on the tools and technology to be used. the main functionalities that are required to be done by the proposed system are:-

1. e-service for issuing new working permits at the national level.

2. multiple approval stages to either approve or reject the work permit requests.

3. integration with e-payment systems to pay for the work permit fees.

4. integration with a national contact center to answer inquiries by phone regarding the work permit statues.

so does Joget capable of covering these features or there will be a lot of customization and development task ?

SEcond question will Joget form builder and user view builder be able to cover these features OR i have to build the application using asp.net for example and integrate with joget as an engine only?
