Also by chance, did you perform a proper shutdown to the Joget server?

we haven't tried the Joget Server shutdown as it's on the production server but I will try that option too

I don't think a shutdown would work so that would be unnecessary.

I'm not sure about the issue itself, but you can perform this workaround on the mean time.
Try manually calling this JSON API JSON API#web/json/monitoring/activity/start/(*:processId)/(*:activityDefId) to start the next respective activity to allow those stuck process instances to continue.

Already tried that for the stuck tool but for the next one haven't tried yet but I didn't tried because of the workflow variables what will happen if I do that and the workflow variables are not set and something abnormal happens.

I'm unsure of its behavior when started via JSON API. But you can go ahead and try. If workflow variables are not set after that, you can manually fill in the workflow variable values in the Process Monitor.

Recently in our app 4/2000 request are stuck on a tool which is an abnormal behavior and new to us. The other part of this issue is that the previous tool or activity executed has all the workflow variables and its values but the one on which its stuck has only a few or none workflow variables.
When click Complete in the monitor of the specific tool or activity it gives some errors.
